This commemorative cartridge is head stamped "R.M.C.C.A.  1985" and it is an example of the .416/.338 US Navy-Haskins Sniper Cartridge (near .338 Lapua).  The case neck has a small crack as shown in the photo.  This is a dummy filled with sand, but it sure looks big on the shelf.  Free shipping.
